- Add the cocoa powder and sweetened condensed milk to a mixing bowl.
- Stir until smooth and no dry cocoa streaks remain.
- Fold in the cold whipped topping or whipped cream until creamy and fully combined.
- Spoon or pour the mixture into disposable cups or popsicle molds.
- Insert popsicle sticks and freeze for at least 6 hours, or until firm.
- If dipping, melt the chocolate and let it cool slightly.
- Remove the frozen popsicles from the cups, dip them into the melted chocolate, and let the coating set.
- Serve right away, or return to the freezer until ready to enjoy.
